Human Right to Water and Sanitation: Water for All vs. Full Cost Recovery

چکیده

The present work starts from the definition of concept “human right to water and sanitation” (HRWS). Then, it delimits its content, in a strict sense, finally argue that is an autonomous subjective right. In other words, immediate applicability, which means binds both State private sector—that is, public or supply sanitation companies. Therefore, there minimum cannot be denied anyone, especially individuals families who afford pay their bills. Next, I propose possible solutions for companies ensure HRWS—avoiding cuff-off—without compromising economic financial sustainability. Finally, conclude comply with principle full cost recovery (FCR)—established by EU Water Framework Directive (FWD)—the bill will have progressively increase—especially regions where scarce (due effects climate change) become increasingly precious good.
